R Stamp Certificate of Authorization Program
The National Board offers the Certificate ofAuthorization and R symbol stamp for the repair and/or alteration ofboilers, pressure vessels, and other pressure-retaining items. Requirements areincluded in the current edition of the National Board Inspection Code (NBIC),Part 3, Section 1.
PrerequisitesOrganizations seekinga National Board R Certificate of Authorization must complete NB-12, Application for the NationalBoard R Certificate of Authorization and: 1. have and maintain an inspectionagreement with an authorized inspection agency; 2. have a written quality system thatcomplies with the requirements of the current edition of the NBIC and includesthe expected scope of activities; 4. have available a copy of the code ofconstruction appropriate to the intended scope of work. *Organizations have the option of using either a printedversion or an electronic version, including a subscription from a NationalBoard licensed reseller, to fulfill this requirement. Prior to issuance of a National Board R Certificateof Authorization, the organization and its facilities are subject to areview of its quality system (referred to as a Joint Review).
ASME Code Symbol Stamp Holders
The holder of an ASME Code Symbol Stamp whose facilities were reviewed (withthe exception of V, UV ,HV ,NV , and H [castiron]), may obtain National Board authorization without a review of itsfacilities, provided the organization has a Quality System to cover the scopeof repairs or alterations to be made, and the application for the RCertificate of Authorization is submitted within 12 months from the issuance ofthe ASME Certificate of Authorization. The R Certificate ofAuthorization will be issued to expire concurrent with the ASME Certificateof Authorization. Subsequent certificates will be renewed upon a successfulreview and implementation of the quality system.
R Stamp Holders Located in Jurisdictions in which ASMEConducts the ASME Review
For current R stamp holders or new applicants that also have or areapplying for new ASME Certificate(s) of Authorization, and are locatedin a jurisdiction in which ASME conducts the review, note that your Rreview may be conducted in conjuction with your scheduled ASME review, providedthe assigned ASME Team Leader also represents the National Board of Boiler andPressure Vessel Inspectors. Confirmation of the inclusion of the Rreview will be sent in a separate letter from the National Board.
Estimated Fees
1. Certification Fees
The fee for the R Certificate of Authorization (three-yearperiod) is $630 USD. 2. Review Fees
Reviews may be done by the member jurisdiction or by the National Board,depending upon jurisdictional requirements. Contact the National BoardAccreditation Department to determine who will perform the joint review of yourfacility. Reviews performed by the jurisdiction may require fees, which aredetermined by the member jurisdiction. Click on Members to contact your jurisdiction. If theNational Board performs the review, an advance deposit is required. § Within the Continental US – $4,000 USD After completion of the review andactual cost has been determined, the applicant will be provided with astatement with the amount due or a refund amount. Applicants who change or cancel theirreview will be charged a cancellation fee of $315 USD. 3. Changes
Organizations holding an R Certificate of Authorization andchanging their ownership, name, location, and/or scopes must submit a revisedapplication along with a copy of their quality control manual cover sheet,statement of authority page, and an inspector signature indicating acceptanceof the changes. The appropriate jurisdiction will benotified, and that jurisdiction may require a review of the facilities andquality control manual. 4. Summary of Cost
